Weatherizing Windows-Which types of caulk?

In a 30 year old home, wooden double hung windows, that have been neglected for years by previous tenants, cannot afford replacement at current time. I've scraped old paint off of window panes, I'm sure some old caulk came out too. To help get ready for winter, do I use a small bead of silicone caulking for the interior around the wood and window panes, and a different type of caulking on the exterior of the wood and window panes? Have bought weather stripping, but not begun that project yet, concerns are some storm windows are stuck, or totally off track, any easy way to unstick these, or easy to get back on track?

On the inside you can use a THIN bead of clear 100% silicone caulk. For the exterior, you want to use glazing compound. Scrape out the old stuff until you can see the points, then apply the compound with a putty knife. Hope this helps.

Intended for exterior applications such as sealing the gap where siding meets windows, Silicone latex caulk has a silicone additive that helps it perform well in areas exposed to water.

If your tracks are sticky or stuck, you can buy a "dry lubricant" and spray it. It is silicone based and will not damage anything. This is of course assuming you have cleaned the tracks out.
