I think I know what you mean, they also can imprint patterns in it while it is wet.To colour it they use a dye that is added while it is been mixed. The glossy coat is painted on afterwards, when the concrete has set. I once fancied having my driveway done with pattern imprinted concrete, because I think block paving is too labour intensive ( i.e. all the weeds and moss growing between the sets having to be sprayed/ pulled out, having to re-sand it every time you power wash it , OK you can have it treated but it never really works well) But my driveway is on a slope, I was warned that the "shiny" concrete would be too slippery and therefore dangerous under the circumstances. I ended up having it re-tarmaced in terracotta.

Typically the concrete is stained before it is set. However, if you are looking to stain it after it has set, it is fairly easy to do though the results aren't exactly the same. Home Depot and Lowe's have concrete finishing kits, and I saw at least one kit for staining concrete at HD that looked pretty interesting. Check em out.
