I had the same problem. The toilet flushes, but just not with enough water flow to flush everything down. Do this test: fill a good sized pot with water, like a gallon or so, and dump it in the toilet quickly. If it all goes down fast, you know the drain isn't an issue, and you probably have the same problem I have. I am on a well, not city water, and the calcium and lime buildup clogged the holes on the bottom side of the rim, impeding the flow of water when flushing. I had to clear them with a pick. A new toilet would work, but the problem would eventually come back. It also might help to turn off the water to the toilet, flush it to empty the tank, then lift the plunger inside the tank and pour some CLR in there to get rid of the buildup. You will probably still need to manually clear the holes in the rim, though, if you want to save that toilet.

My answer is only pertinent if you live in a new house or this commode is over a crawl-space or possibly on the second floor. It is a rare problem but you may have back-fall in the drain after your toilet. This can occur when there is a "belly" in the drain pipe and the flushed water is forced to travel uphill. The water can travel uphill for the most part buy solids tend to stay in the belly and can backwash into the toilet. If the pipe is in a concrete slab, a plumber can check the problem with a camera. If you can access the pipe from a basement or crawl space you should be able to see the belly or negative fall.

I have also seen a condition where there was doughnut shaped object (toy ring or bracelet) lodged in the toilet. A snake would go right through it but other things would get caught.

There could be several reasons for this.

First, you could have a partially blocked drain line from your toilet. Try plunging the toilet to dislodge any debris that may be blocking the water flow.

Another possibility is that you have insufficient flow into your toilet from the tank. Remove the toilet tank cover and look at the water level when the tank is filled. The water should be about 1/2" below the overflow pipe. If it is lower than this, you need to adjust the tank float to bring the water up to the correct height.

Another possibility is that you're not getting enough volume of water into the tank at once to push the debris down. This is typically caused by blocked toilet bowl ports (on the underside of the rim). If you have hard water, there could be a buildup of calcium deposits in the port passages. You will need to clear these out with a lime deposit remover like CLR or something similar.

Finally, the toilet's connection to the vent stack could be obstructed. Toilets need a large volume of air movement to work correctly. Have your vent stack snaked to make sure it is clear.

Two things may be going on...

1. You may have a clog and need to ream it out. Hire a plumber, Roto-Rooter Dude, or rent a snake at a rental facility and try a DIY job. (pros are probably best)

2. Mineral deposits my have clogged the water jets (under the rim) that fill your bowl and that means the toilet is not getting enough water. You can check this by dumping a quart of water in hike you flush and if Mr. Hanky goes down then you know that's it. In this case you may be able to take a coat hanger to knock the mineral deposits out...but more than likely, you need a new crapper. From what you write I'd say this scenario is more likely.

Good luck...and don't get any on ya.

If your toilet is not holding enough water in the reservoir tank then it will not properly flush try adjusting your bauble so the tank may hold more water. If that does not work I would suggest buying a new toilet. By the time you spend on trying to figure it out and the money you may spend on trying to fix the old one you would have been better off to just buy a brand new toilet.

Is this a new problem ? sometimes certain bowls need a certain amount of water to come from the cistern to force all waste beyond the s bend once it is beyond the s bend i have known people to invest in modern cisterns that have two buttons and they have a smaller water tank there is always the concept that your septic tank is starting to fill up and not evacuating that fast i would be checking the inspection pit to see if there is water present in the line you have not stated whether or not you are on deep sewerage or not or whether it is a ground floor or 1st floor issue

If you've replaced everything in the tank, it sounds like the toilet has a clog in it. So the bowl fills and drains slowly?

Here is a great little article to show you how to adjust the tanks water level.

Here is another to show you how to unclog a toilet.

If water level reaches top of overflow chain pulling up flapper is too long...or hard water calcium has built up and it needs to be replaced or roots have clogged the sewer line

Thats pretty gross. I would try just buying a new toilet. There pretty cheap at any big box store. and if that doesnt work. its time to call a plumber.

Your vent stack to roof or sewer line to street may be blocked .Call your local city sewer department. They should snake it from street for free.
