the screw is not rusted. I have tried wd40 to loosen it, but nothing has happened. it is completely stuck. I want to try other ways before using a drill. it has been screwed into a window pane. if untried heating the screw to expand it, everything around it would get hot as well. space is extremely limited, so a hacksaw would not work because of its size. I can't make a new ridge or groove to help loosen it either...

Go to your local hardware and purchase a tool called easy out.It looks like a screw driver bit,one end is a drill tip the other is then used to extract the screw. I haved used these and they work quite well.I purchased a 3 pack with 3 different sizes at a small cost.

use a drift punch and hammer and put the point of the punch on the head of the screw and smack it with the hammer and that will seat the screw and make the threads in the pane about one thousandth of an inch bigger loosening the screw.
